US government reached an agreement to initiate activities
In what appears to be a formidable political victory to President Barack Obama and his Democratic allies , Congress agreed last night to reopen closed government functions for 16 days and raise the debt ceiling without touching the health system promoted by the president. The Senate voted to approve the temporary measure that reopens the government and raises the debt ceiling , and laid the situation to the vote in the House of Representatives , where he found the greatest opposition . Obama said he welcomed the adoption of the budget and increasing debt ceiling while announcing that now seek approval from other parts of his legacy , including immigration reform. But also ruled to find a different way of doing things: "We must end the habit of governing by crisis," he said . The House of Representatives voted 285-144 in favor of the measure, although the vast majority of those votes were from the Democratic minority . The 144 votes were almost 60 percent of the Republican caucus . At press time was expected to send the legislation to President Obama's signature . This ended the crisis. For now. It was actually the clash between the White House and the Republican majority in the House of Representatives , dominated largely by ultraconservative groups known as Tea Parties , which took the dispute to the level of crisis. The Republicans tried to use his influence on the budget and the spectrum of the cessation of debt payments as a lever to cancel the already approved health care system as one of the main achievements of the Obama administration . This , in turn, rejected what he called Republican blackmail . The crisis raised fears of a cessation of interest payments on public debt as of today , in what was billed as an economic and financial disaster of global reach and breakdown of trust in the United States. After 15 days of often contentious negotiations and political- ideological clashes that exhibited both divisions as the strength of the right in the Republican Party , the moderate of the organization seemed to take command and Mitch McConnell , the minority leader in the Senate , agreed with Democrat Harry Reid , the majority leader . The deal was approved by the Senate , on a 81-18 vote that highlighted not only the opposition of the right flank , but seemed largely preserve the figure of three possible candidates for the Republican presidential nomination in 2016 , Senators Ted Cruz (Texas ) , Rand Paul (Kansas ) and Marco Rubio ( Florida ) . The deal essentially reopens the whole government and funded until January 15, 2014 , raising the debt ceiling until February 7 and sets foundations for a conference with representatives of the two chambers negotiate tax reforms should be delivered on 13 December. In terms of substance, the agreement does little more than postpone budget problems without resolving the underlying situation , but it's still an Obama victory .
