Man dies after jumping from top of Tijuana power plant

Part of the city remained without power today after a man was able to climb on top of the power plant and threaten to jump for over an hour. He finally did, dying almost immediately. Man had a reported history of mental illness and authorities were already familiar with the person's four past attempts of suicide.
