Louisiana as flooding and torrential rains are breaking previously recorded rain amounts, and sweeping across the state. A state of emergency has been declared, 7000 people have been rescued, as rivers, creeks and canals continue to crest. People who were making their way out for evacuations have been stuck on Interstate 12 and forced to sleep in their cars.
