There are justifications for the Sedena to monitor the airspace: Ricardo Monreal

Ricardo Monreal Ávila, considered that there is justification for the Secretariat of National Defense (Sedena) and not the Secretariat of Infrastructure, Communications and Transportation (SICT) to be in charge of monitoring the security of Mexican airspace.
