Fan falls on student's head at school does not HELP her HOSPITALIZATION

This happened to my son and another classmate at the Escuela Secundaria Federal N°2, the principal behaved very badly and did not attend to him in due time, I had to go get him to take him to the doctor, he had a CAT scan of his skull and he has a Diffuse Cerebral Edema. The only thing the director paid for was the CAT scan and they didn't want to do it because he has no money and the school is not responsible for those expenses. Help me to share so that the authorities can take action.
