Loughner mentally incompetent to stand trial

A federal judge found Jared Lee Loughner mentally incompetent to stand trial for the assassination attempt on Congresswoman Gabrielle Giffords. And, as Bob Orr reports, Loughner caused an uproar in the courtroom.
