At a Mexican Cinco de Mayo celebration, Vice President Joe Biden was attempting to get festive. But he was without the appropriate equipment. Grabbing a glass of water, he began to make a toast, saying, "It's considered bad luck among the Irish to toast with water. So I'm not going to do that."
